Foreign sports channels are popular with pubs and clubs across the UK due to the fact that the subscriptions are cheaper than Sky commercial package prices and the foreign systems also show many of the 3pm matches not shown on Sky UK at all , a big pull for many sports bars. 
Sky calculate on the basis of rateable value with the subscription for a premises with a RV of £15000 of around £900 per month for the full sky sports pack. 

Foreign channel broadcasters dont actually authorise the use of their decoders and cards in the UK. Decoders and cards may have to be registered to an address in the country of origin although some are prepaid for a 1 or 2 year period. There is generally no guarantee that a European origin decoder and card will last the full term but its is generally accepted that even if the card does not run the full term it will still be cheaper than the Sky alternative.  

The FAPL have taken civil action against many pubs and clubs. The well known Karen Murphy case has been passed to the European Court of Justice for consideration. 

4/10/11 ECJ judges have today said in a preliminary ruling that national laws prohibiting the import, sale or use of foreign decoder cards are "contrary to the freedom to provide services and cannot be justified either in light of the objective of protecting intellectual property rights or by the objective of encouraging the public to attend football stadiums"

Whilst the court case is to be referred back to the High courts in London for a final ruling it is seen as a major blow to Sky. Its likely to cause a huge change in the way the premier league sell broadcasting rights. 

Please note that using decoders and viewing cards from outside the EU is illegal. Card sharing (Google CCAM) is also illegal and many individuals have been prosecuted in the UK and across Europe. 

There are many dealers and installers in the UK offering foreign channel subscription packages and not all are reputable. Ideally buy from a company that has a shop or admin address as many have no address at all on their websites. Some companies do offer credit terms usually with a hefty deposit followed by inflated monthly payments. You will require a dish, generally somewhat larger than a Sky dish depending on the broadcaster and satellite being received. Not all commentary will be in English some packages have no English subscription at all. Most packages now have standard and HD channels and the signal can be distributed to multiple screens using RF or HDMI splitters or Matrixes.
